Ball Joints and Tie Rod Ends

What does it mean when the mechanic says "the tie rod ends outer have 3/16 of play and the ball joints on the pass side have 3/16 of play"? do they need to be replaced or what? if so how much would it be to do that?
 
Well if they NEEDED to be replaced, the mechanic probably woulda said so.

That said, there isn't supposed to be any play, so they are definitely on their way out.
 
There is zero tolerance for any amount of play on your frontend. Any looseness at all is deemed unsafe. Must be fixed with new parts.
