bad tps?

hey guys got my 4.0 swap done but, now that i am trying to drive it i cant get the freaking thing 2 idle below 1500 rpms and it doesnt hardly run between 2000 and 5000 does this make sense as to being a tps?
 
grab your volt meter and read this

you should have around .9 volts when the TPS is closed, around 5 when WOT. if you have an old analog volt meter, use that and slowly open the throttle to see if voltage increase is steady without dead spots or abnormal readings. analog volt meters with the needle show fluctuations better than most digital meters, altho a digital works too, just be more slow when testing.
