bad o2s ?

I have a 94 throwing a 177 code. It's running like hammered ass. rough idle , surging , and bad mileage. Wide open throttle it still runs fine.
Just wondering if you guys think I should go spend the money on o2s or if there is something else I should look into first.

190k. New plugs ,wires,maf,coil,tps,fuel filter and reguator
