Bad ABS sensor

According to Ford, my ABS is reading a code 27, a bad right front sensor. I replaced it, but still not acting right. The ABS light does not come on, but at 7 mph the right sensor thinks it is stopped, and the ABS activates. Any ideas? Computer?

Broken tone ring most likely is the cause. It is internal inside the wheel bearing IIRC, so that would mean replacing the wheel bearing assembly.
 
It is inside of the wheel bearing/ hub assembly.
