b2200 carb issue

ok we are almost done getting this to pass smog. last issue is we cant get the iddle to go down.
1989 b2200 masda with the standard 2.2 engine

just had a complete engine rebuild. the carb was rebuilt withen the last year or so. the book says that you are supposed to replace a fuel mixture pin with a screw after 75,000 miles. but the hole the pin is in isnt threaded. the truck hit 200,000 recently.
would this screw be the issue? we apparently have maxed this pin out but to no avail.
its idling 1400 right now. we need it to go like half that i think,

is this a factory carb? The Nikki carbs are a feedback design with the air/fuel mixture controlled by the computer, making adjustment unnecessary. There is an anti-tamper pin that covers the a/f screw, you need to remove the carb and hammer it from the bottom side to make adjustments, if this was done during the rebuild then you can adjust the a/f using a dwell meter.
If you have a high idle due to a messed a/f, pull a spark plug and take a look, if is black and sooty then you definitely need to adjust, otherwise assuming that this was not tampered with, I would be looking at the fast idle adjustment that runs the engine at 1400-1500rpm when it is cold. To set:
1- set the fast idle cam so that the lever rests on the second notch of the cam
2-adjust the clearance between the air horn wall and the lower throttle plates by turning the fast idle adjusting screw. Clearances should be .0331-.0409 of an inch
