B2 offroad capabilities

That truck in the pic, assuming it had tail lights, which it didn't at that point, would have been 100% street legal in any state if you put fender flares on it. It was completely stock, no lift, just a LOT of cutting. There is nowhere in the country that would fail a factory original truck with larger than stock tires.

RI has stupid lift laws - anything that raises chassis or body over 4" is illegal... Thats dumb.

Also, to get 4" lift outta a set of tires, you would need something at least 8" bigger than stock, so his 33s would have to be more like 37s or bigger.
 
All i know is PA has strict laws about it. Im not sure what all of them are, but i know tires cant stick out wider than 3" from your fenders and fender flares cant be wider than 3" and rear bumper height has to be less than 12"
 
I live in pa and am a past xj owner. I loved my xj I went where I wanted with no issue and having a solid axle was a huge help on how it worked off road. I got my bronco from a friend it was already lifted . It isn't a jeep rides like log wagon. But I think I can make it better. There is more aftermarket for the jeep. And I'd hate to drive this bII everyday. But I am doing what you have planned for a bII I already chopped it and working on cage now. My 2 cents is go jeep if you need to go d/d I miss mine for sure.
 
And yes pa has sucky laws about lifts and bumper height I think it goes by gross weight with a xj it's 29 in from bottom rear bumper to ground
