The special tool makes it easier, but you can also remove the hub with jig saw blades and some electrical tape (I prefered this over the screwdrivers).
I was actually able to remove the auto hubs on my 2000 Ranger quite easily with a few zip ties and a pick set. I used two picks, with one I lifted the plastic tab and then slid a zip tie underneath in the space. I used the second pick (a straight point) to push the zip tie along the groove as I lifted each tab just a little with the another pick. It took two or three zip ties with the ends cut off, but it was very easy and once all the tabs had a zip tie under them the hub slid right off.
