Alarm messing up code reader?

Hello All-
I'm new to this forum, but have found a lot of the info useful. Anyway, it seems the idle is now up around 750-800 from it's usual 650 or so, and if I hold the gas to about 2000 rpm in Park the rpm surges up to about 2300 rpm continuously. A slow interval of about once a second. Cleaned the MAF, checked the TPS and idle air sensor. None seemed to change anything. Air Filter is good. Also noticed when I decel to a stop I can hear a sound like something winding down. ( this last thing may not be related). The fuel filter probably has never been changed and the vehicle has about 140K on it, so I will be looking to do that. I picked up an Actron CP9015 code scanner, to read the codes and help out. But when I plug it in, the audio and light just stay on when I try the KOEO test. Wondering if the Ford alarm system would be causing this, and if so how to disable it. Any suggestions about either what the actual problem may be and/or how to get the code reader to work correctly would be greatly appreciated.
