No, the compressor is protected by Pressure switches so it doesn't spin if there is no pressure as it would burn out
It may start but stop right away if fluid/pressure are low
If the system hasn't been working for over 6months then it may have been drained by a leak and now the receiver/drier/orifice tube is plugged up so no pressure even after adding new fluid
In a 1995 AC Clutch is powered this way
Switch on dash(12v)-------pressure switch 1-----pressure switch 2-----relay------Clutch---ground
The relay is OFF(but ON) all the time, lol, so doesn't effect system
You can get a volt meter/test light, and with key on AC on engine off
Unplug and test each switch for 12v, one wire will have 12v from Dash, plug that switch back in
Go to the next switch should now have 12v from first switch IF pressure is OK at first switch
If no 12v then pressure is the issue
If there is 12v then go to clutch and test for 12v, no 12v then last switch is open, not enough pressure to start
