AC conversion trouble

So after not having AC for the last 10 years or so, I've got everything back in my 85 Bronco II. All new o-rings, new ester oil, new accumulator, flushed everything with brake fluid. Added R-134A and high side pressure goes where it should, but low side draws vacuum... Frost forms on the evaporator line right after the expansion valve orfice, but the system doesn't chill the air at all. I'm assuming the expansion valve is my problem, likely clogged? Anything else I can try before breaking the system?
