A/C with a split personality

Got a buddy with an Explorer. He didn't say what year. Says his A/C blows cold out the passenger side vents, but hot on the driver's side. My first thought was a vacuum problem since the dampers are controlled by vacuum, at least that's what I've heard anyway. Anyone else ever run into anything like this? I'll try to get more info on his Expo if it would help.
