99 Ranger won't start

Have a 99 ford ranger it ran out of gas, put gas in it but now will not start. The fuel pump is not getting pressure and I'm at a loss as to why it won't start. Is it a relay or the fuel pump itself?
 
It could be either...

Running submersible low and/or out of fuel never does them any good.

Testing at the relay is a good place to start.

Can you hear the pump run and it just doesn't create pressure?
 
Fuel lubes and cools the pump. No fuel means the pump runs dry and generally burns out.

I would hook a fuel pressure guage to it and cycle the key on wait 3 seconds then off, repeat 3 or 4 times and see If pressure builds up. If not chances are the pump is dead.

Obviously check the relay and cutoff switch first but I wouldn't get your Hope's up.
