I never did find a truly accurate representation of the special tool for removing the fuel filter on my 99 Ranger 3.0 Flex fuel V6. I kept reading that after you get the tool into the fuel line and hear it "click". Pull the filter out with the tool. THAT WILL NOT WORK!
I hope I can convey this well. Here's the best way to get this god-forsaken filter off!!: After Removing larger clip holding fuel line to filter..and then sliding the Larger fuel line (inlet side) toward the filter as much as possible, (mine slid about 3/16"). Insert the tool,
---Mine was the gold 3/8" version, scissor-type.. with black elastic band to provide pressure and keep tool closed.--- (I will try to upload pic.)After gettin tool onto fuel filter inlet pipe.. Push the closed tool toward the inside of the fuel line until it "clicks". there is now about a 3/4" gap between the back of your tool, and the end of the filter. Grab the inlet pipe of the filter with a pair of standard slip joint pliers, the one side of the pliers is against the face of the filter, and the other side of the pliers. is against the back of the special tool...the pliers now keep the special tool pushed into the fuel line and keeps the spring type clips inside the fuel line spread open away from the expanded ring on the fuel filter inlet pipe. HERE'S THE IMPORTANT PART!!
SIMPLY INSERT A MEDIUM SCREWDRIVER BLADE BETWEEN THE RIM OF THE FUEL LINE, AND THE FACE OF THE SPECIAL TOOL!!! TWIST THE BLADE AND THE FUEL LINE WITH THE SPRING LOADED CLIPS INSIDE STILL IN AN EXPANED "OPEN" CONDITION< WILL SLIDE RIGHT OFF OF THE FUEL FILTER INLET PIPE AWAY FROM THE SPECIAL TOOL. It took me about a half hour of trying the pull the filter off, after the tool was inserted and clicked. Don't try to pull the filter away from the fuel line, Gently pry the fuel line away from the filter, with the tool pushed all the way in, and held in place with some pliers. I hope this helps, because the information is scarce still on the procedure.
