99 3.0 no start with key

Hey all,
New to posting but been reading here for awhile now.
The issue I'm having is my 99 3.0 xlt ranger won't start using the key but with start jumping the starter posts.
It does have PATS but thats a no issue.
It also has power all the way to the starter relay in the engine bay.
Recently replaced the serpentine belt and starter.
Battery has 12v.
I believe the issue is with the starter remote/trigger wire.
My question is from the fuse block under the hood down to the starter, where can I check for continuity and/or in line fuses?

Have you tried starting in neutral? OR wiggling the shifter while holding the key? Shifter alignment with the DTRS (Digital Transmission Range Sensor) is common. It's a cheap/easy test.

Other than that I'll let someone more familiar with your year help...

Mostly just checking in "park". However, the 2 times I got it into neutral I had the same result as a no crank. Thanks for the thought. I'm guessing that the DTRS is in the shift column?
 
Mounted on the side of the transmission.
 
however, the parts that move the DTRS start in the column. loose bushings there can affect gear selection.
 
terminal 87 on the starter relay goes to the trigger terminal on the starter.
it's 87, not 87A
it goes thru a round 8 pin connector
