I thought I could remove the ugly busted up pods until I get new ones now I don't have a horn. Any help would be appreciated.

(Oops. Bumped the wrong button)
... it seems that SnC disconnected an extra wire in the steering column area. Will you be putting new cruise controls back in? If so, that may help you find and repair the missing horn connection.
A simple pushbutton could be rigged up as a temporary horn button. Electrical diagrams in the tech articles might be helpful.

This diagram may help. I don't know if it matches exactly with your year/model.
It looks like the horn relay has power all the time and is grounded through the button in the steering wheel. That seems to be included in the box at the bottom of the diagram I linked above. You may have accidentaly removed your horn switch. If so, you need to either put it back in or mount some kind of button to make the ground connection between the yellow/light green wire (#6) and the black wire (#57) when you want the horn to sound.
That's just a guess based on what you said above.

Thanks for the diagram I figured right away it wasn't grounded when I removed the damn pods, I just wanted to see if anyone had first hand experience with it.

Rangers with no cruise are wired differently and the horn switch just connects two of the "slip rings" together.
with cruise the horn switch grounds one slip ring and that works the horn via a relay.
