The fuel pressure changed around the '96/'97 time, '98 should be 65psi of fuel pressure, thats what the injector specs are for and what the computer expects.
You will have to look up '96/'97 4.0l explorer fuel pressure specs, it could be using 35psi injectors with fuel pressure regulator on rail.
So you may need to swap intake w/injectors from the '98 to the new 4.0l
All you need to get spark is a working CKP sensor(crank position sensor), computer and 12volts at the coil, spark should then be available.
Make sure the CKP sensor located near, and behind the front main pulley was hooked back up, it can be overlooked.
CPS(cam position sensor) is needed but engine should start without it.
