94 Wiper Blades Won't Work

Went out Monday. Let the truck run for about 30 minutes as it was -35 with the windchill. I at some point don't forget how far in turned on the wipers. They went up to the full left position and stopped. They are stuck all the way to the drivers side. I'm trying to determine if the circuit breaker blew. I tried testing it and set my meter to the amp range of the breaker. I put the probes to it and my meter read 0. It is a 6 amp breaker. I want to make sure this breaker is truly bad before i replace it as it's not a cheap one. $15-$30. Also any other ideas what might cause this if it isn't the breaker? I don't think the arm is froze up as it sat in the sun all day and we got to around 40 degrees. Plus the engine heat as i drove. Need to get this figured out and fixed asap. My instructor for electrical thinks i may have fried the wiper motor but obviously checking the easiest and most likely to fail parts first. Also when i turn the switch for the wiper blades i hear a click under the dash.
 
You test a fuse or breaker using OHMs setting.
Set meter to any OHMs setting, touch the meters probes together, you should get 0 ohms, that's a test to show meter is working.
Now touch one probe to one leg of the fuse/breaker and the other probe to the other leg, if you do not get 0 then fuse/breaker is "open", will not pass power, replace it
 
Did you actually look down in the cowl and make sure there isn't a physical obstruction?
 
Check the cowl for ice and snow...mine did the same thing and I thought it was the CB...turned out to be the wiper arms were frozen in the crud in the cowl...took it to a car wash and blasted it with water till it was clear...worked fine after that...

The CB will cut out (mine did) if the motor is jammed...and mine appeared to be not moving at all...I pulled and replaced the CB a few times and left it on intermittent...they finally started wiggling a bit...that's when I tried the power wash...

Still have the replacement CB...but probably a good thing I didn't change it because it was 8 or 10 amp...all I could find and just tried it once...
 
I did look the other day but it was so cold out i didn't get a good look. I'll take another look after class tomorrow with a light and see what i can find.
 
The 94 cowl cover is probably better than the 88, but you may have a bit of a problem actually seeing something...those little holes are not easy to look through as I found out trying to locate the wiper motor and arms under the cowl on the 96...
 
Looked today. Took two different lights to check. From what i can see no obstructions at all. I'm gonna go up to my mechanics tomorrow and pull it in his shop so we can look at it. He needs to check the codes while i'm home anyways. He just put an engine in it last week and it's throwing codes. Guessing it's a wire or sensor issue something simple. Still getting good mpg so it can't be too horrible.
 
Yah, MDW left the wipers on when she turned the key off. They froze to the windshield, it stripped a gear. It was about this time of yr, and I grafted an 84 wiper motor into an 88 Wag. Ever since I turn the wipers off before shutdown. :D
 
Problem solved. Must have just tweaked them a bit to where the linkage or something was off just a hair. Between the jostling from the pot holes on the 70 mile drive back to my parents and then my mechanic grabbing them near the base of the arm and working them side to side they kicked on and have been working ever since. Thanks for the replies.
