94 Ranger surging problems

I have a 94 Ranger-manual trans. that surges between 30-35mph in 3rd gear every time. It also does it in 2nd gear, but at a different speed. This started to occur after I had an O2 and CAM sensor replaced.

I also have another problem that has plagued me for 8 or 9 months. I cannot seem to find the culprit because it is so intermittent. When I slow down to stop or turn, often times my truck idles rough in variations. This rough/low idle corresponds with a drop in my battery amp. Some times it drops and returns to normal idling and amps quickly. Other times, the truck will idle rough and the battery amps stay near the 8, until I rev the truck and then it will go back to normal. However, there have been some times where it idles so low that it has died on me a couple of times.

The gas mileage has decreased by 35-40 miles per tank.

I took it to three regular mechanics and the dealership. The dealership cleaned the fuel injectors and that did nothing. They said that they would need a good week to figure out the problem. The idling problem is intermittant and can only be noticed, when driving it extensively, but they did notice the surging problem. Any suggestion?
 
Just so you all know, the problem causing both problems was a loose ground!
