94 Ranger 4.0 v-6 rough running

my truck runs rough and has no power when first started cold. this continues for about a mile down the road, wont get over 45 mph but then it clears up and it runs perfect. that is till i shut it off and restart, then for about a mile it has no power then it clears up again. cleaned MAF sensor, checked wires on the 02 sensors, changed fuel filter, checked vaccum leaks, checked intake bolts, replaced plugs and wires, new air filter, found nothing leaking or loose. could this be a sensor or something else? THANKS for the help.

Replace the temp sensor that tells the computer lean or rich.. NOT the temp sensor that goes to the gauge.
