94 computer holding too high voltage

i just took my truck into my mechanics and after messing with it forever, they finnally gave up and said that they couldn't figure out how to fix it. they said the computer was registering at about 7 volts which is to high (Its normally supposed to hold at 4.5 - 5 volts) they put different computers on it and tried that, but that didnt work either. anyway, the voltage is messing with the sensors and causing my truck to run rich and bog and gives intermittent codes. if anyone can give me some pointers or ideas of what to look for to identify the voltage problem it would be greatly appreciated.
