94 4.0 swap b2 low idle

So finished the 4.0 swap on my 89 b2 a4ld. Only issue I have is a really low idle on a cold start. Once its warmed up, no problems that I've found. It has died once due to low idle with no gas in drive. Started right up after dying. When it idles low, battery gauge twitches a few volts. Changed out everything normal maintenace wise during swap: plugs, wires, filters, gaskets, belts. Fuel pressure is normal. Checked plugs, running a little rich. Any ideas what else to check?

So got some help from the explorer forum. Updated on here so I can get more ideas.

Unplugged iac stalled on start. Plugged back in and fired right away. Still idled low. Only idles low on start, warm or cold, for first 15 min. Then idles normal. Going to be cleaning iac and checking coil. will update after those are done to see if there is a change.

Any other ideas or suggestions are welcome. If it only low idled until engine warmed up I could live with it, but it low idles everytime I start it after engine has been shut off and only for first 15 min. Then it idles normal and everything works great.
