93 Ranger Splash Timing

Timing belt broke, so timing was lost. I put the Cam on it's TDC mark, [ I assume both valves closed ] and Crank on it's TDC mark [piston at top of stroke ], so at that point I need to have a spark to cylinder one.
Passenger side plug wire has spark, but motor will not start.
This motor is a 2.3L,,,,,,no teeth on backside of harmonic balancer, there is a crank sensor, with some rings-er-strips on harm. balancer
There is no dist. two coil packs, it is a 4cyl. / 8 spark plug motor.
Passenger side plugs do the heavy lifting, or makes the motor run,,,, driver side plugs fire,, more or less on exhaust stroke to burn off excess fuel,,,, left side plugs are for emission control stuff.
Left side spark plugs do not spark when turning motor over,,,they spark only after motor is running, again at a different time then the right side plugs.
Anything I can find on "this-year" 2.3L motor, says nothing about the third gear / oil-pump pulley having to be aligned with hash marks,,,, all it does is run the oil pump, so pulley position has no influence, on timing.
I assume the cam gear mark points to that lil' hash mark [ 5 o'clock ] on inner cover. What step am I missing,,, both crank and cam on TDC, have spark to plugs this is suppose to be a clearance motor, so valves should have survived the broken belt,,,, ???????????? What the,,,, is the next test ??

I am told the 8 spark plug motor was soon dropped,,,,
 
We think we found the problem,,,,the crank sensor,,,,,,, the crank sensor is a 4 wire device, with a ground or shield-foil-wire wrapped around it,,,, not sure what the sensor end is, or was connected to,,, as this wire was COMPLETELY ate up by corrosion,,, or other element,,, the wire looked like it was a hundred years old,,, the top end of this wire had pulled or rotted out of a single push-connector,, next to the 4 wire connector,,,,,,,,,,,,,, so have a new crank sensor coming Monday,,,,,,,,,,,,,,,,,,, hopefully that will wake up the motor.
 
That is most likely your problem, with the '89-94 style crank sensor when the timing belt broke it took out the crank sensor sometimes. The single wire in the crank sensor wiring is the shield ground, it should start without it but could misfire sometimes if it's not there. You are right, the engine only fires on the passenger side while cranking then the drivers side plugs start going. '94 is the first year for the cam sensor but only on california emissions models, so you don't have to do anything with the aux pulley on a '93. They used the dual plug system on the 2.3L and 2.5L Rangers from '89-01, in '95 (might be '96, I'm not sure) they changed to a different type and position on the crank sensor.

The whole engine running relies on the crank sensor, usually they either work or don't so if you had spark I'm not sure if that's the problem but it could be, when my crank sensor went out it just didn't work when it got hot and I didn't have tools when it went out to check for spark or anything.
