93 ranger 4x4 hard start after rain shower

It's monsoon season here in New Jersey. I couldn't get my ranger to fire up yesterday morning after a big downpour. It hadn't been driven in the rain just parked over night. It cranked and cranked and finally one or two cylinders caught and eventually all of them. I just got the truck a few months ago and one observation I have of it is that it has a distinct power loss when cold. Sometimes it is very slow getting out of my uphill driveway. It runs great after a few miles. I'm not sure where to start on this.
 
you most likely have some water somewhere the fuel system first thing I would do is to add a dry gas product to see if it helps if that doesn't work You will need to drain & flush the tank & lines & change the fuel filter. or it could be a weak fuel pump or a bad TPS also get a code reader and find out if you can find the problem that way

There's no replacement for displacement
