Computer controls IAC valve.
When first started, warm or cold, IAC valve should open all the way sending idle above 1,200rpms
Then computer will look at engine temp and reduce idle to 900(cold) or 750(warm) by closing IAC valve to appropriate air flow for that RPM.
If that is not happening you should get a CEL(check engine light).
I would check computer to IAC valve wiring.
IAC power wire should have above 10v with key on, other wire is the ground.
