Fuel injectors should all have 12v when key is on, the computer(PCM) grounds each injector to get it to fire.
You should have 30+psi at the fuel rail with engine off and after turning key on and off a few times, i.e. running the fuel pump for 3 or 4 seconds.
Fuel pump comes on for 1 or 2 seconds each time you turn the key from off to on, you should be able to hear it.
Volume is part of pressure but doesn't tell you much, if fuel came out that means the fuel pump is working, but it may not be able to hold the pressure above the 30psi.
The fuel pump has a check valve that prevents fuel from flowing backwards into the tank when switch is off, if that is not working then system can't maintain pressure.
I would try to get a pressure test on the fuel rail, you can usually rent a pressure tester with the right fittings, you can by them for less than $50.
The PCM opens(fires) the injectors for a preset time based on the fuel rails "normal" pressure, 30-45psi, if psi is lower then not enough fuel is being injected, and it drips in instead of spraying, so very poor mix for starting.
After using the staring fluid to get engine started the air flow through the intake would be enough to suck dripping fuel into the cylinder so maintaining an idle could be possible and even raising RPM(injectors open longer).
I assume you drained the old fuel after setting for a year??
Or at least added a lot of new fuel

Old gas don't burn too good, lol.
