91 ranger transfer case problems

i have a 91 ranger
the transfer case wont go into for 4-LO but will go into 4-HI i changed the transfer case motor and still the same thing.
i checked over all the wireing looks great.
could it be the module behind the drive side back seats?
and if so where would i buy one?
