91 2.9l no power in 4th or 5th gears

my truck has no power in 4th or 5th gears, ive checked the timing its good i have recently done the cylinder heads. every things bolted up good, figured i would set the timing as i said earlier, and check for codes. keep getting codes 14 and 77 on my obd1 scanner. code 14 is a pip fault and 77 is a goose test. i know its engine related since i put the truck in low and 4wheel drive it ran great through all gears. when i get the truck on the road it seems to have no power over 55mph.

i think it could be icm issues, the rotor cap, wires, and plugs are all new, rotor button wasnt replaced since its only a year old and looked great. not sure how old the distributor its self is, but the code 14 is refering to a pip sensor, ive read numerous things describing similar issues and the problem was the icm,

my question ? is this an icm issue a tps issue what else could cause my truck to be running like this. it sounds great runs decent but has no power over 55mph

keep getting codes 14 and 77 on my obd1 scanner.

77 is caused by not hitting the gas when the goose pulse is output. I assume it's to check the TPS among other things. I would recommend redoing the KOER test.

Check your timing with SPOUT in; is it advancing the timing?? Pull it (SPOUT) and check your base timing for reference.
