90 Ranger rear brake challenge

1990 Ford Ranger 2.9L 5 speed standard 4x4 The Drivers side rear brake continues to lock up when braking. I have changed the slave cylinders and shoes, had the drums turned, bleeded the brakes. Brake fluid does not come out very fast when bleeding. Anyone know if the ABS valve needs to be changed? or is it best to just bypass it all together? Maybe it a master cylinder problem too?
 
And there is only one rear ABS valve. It will affect both rear brakes the same way. Same deal with the master cylinder.

Make sure your hard line has no kinks or dents between the junction on top of the pumpkin and your wheel cylinder.
