'89 with two fuel pumps?

I know 88's had a in tank fuel pump and then another on the frame rail but I thought '89s just had the in tank pump but on my '89 there is a pump where I a filter would be say on a 4.0 truck right under the driver pretty much, is that supposed to be there? or did the guy before me decided not to pull the tank to replace that pump and hack the wiring and put this inline one in? Thanks guys
