86 Ranger no start... having bad day

i just bought my 86 ranger. 2.9L. driving home, it died. i thought i ran out of gas, after goy it home. had no spark. replaced ignition control module, now have spark. found that rear tank was full, replaced rear fuel pump cuz it was bad. pump relay on fender has cap broke off top, when i close the circuit the pumps turn on, but won't turn on unless done manually even when key is on. relay doesn't click either. i closed the relay manually and got fuel flowing into fuel rail, have spark but won't start. what's wrong with the relay, and why won't it turn on when i turn the key. when do all the pumps come on? what do i need to test? how many volts should the pumps have? the inertia switch is fine. if i can get it started then i'll figure out my wiring prob.

Might be an in line fuse prior to the relays. should be one before the stater solenoid, just after the battery...maybe after solenoid too?

recheck grounds and connections and wires

i have to go back out there tomorrow and check everything. but i think some wires shorted cuz i went to crank it and it poofed a smoke ball from a part of the harness thats hidden so i gotta go check that too
