83 2.8 v6 choke problems

I have a 83 2.8 v6 with a 2 barrel on it and I took the automatic choke off and put a manual one on it. I took the whole automatic assembly off because the plastic piece broke, not sure what it is called but, it was attached to a lever that was below the automatic choke. I ran the manual cable straight to the butterfly. What is that lever and does it need to be connected?

Not sure if it "needs" to be connected or not, but it's the fast idle cam; basically there to idle high on a cold engine, low on a warm.
