4X4 not engaging Shift Motor Question

All lights activate 4h and 4L, when I select either one I do not hear the transfer case engaging. I unbolted the shift motor and changed modes. The motor rotates about 1/4 turn. I was wondering if this is normal or should it move more, or can I not test it this way.
