4r44e not shifting out of first

Hello everyone, i swapped a new 4r44e into my 98 ranger 3.0 and it only stays in first gear regardless of being in drive, 2, or 1. I replaced the valve body gaskets, shifter lever, (on the inside of the trans pan) Filter, fluid, and neutral safety switch. No matter how high i rev it, it wont shift. Additionally there arent any sounds being made and the car will go forwards/ backwards 4x4 or 2wd. If anyone can think of anything please let me know!
 
What is the fluid level, engine running in park, truck on level ground? Has to be running to check it properly.

  • Check Fluid Level: Ensure the fluid is at the correct level and color (red).
  • Scan for Codes: Use an OBD-II scanner to check for transmission-related diagnostic trouble codes (DTCs).
  • Check Shift Linkage: Ensure the linkage is correctly adjusted and connected.

So i did goto flat ground and looked at the fluid after letting it get to normal operating temp and shifting through all the gears. It is just slightly above the hashed area on the dipstick when in park.

The shift linkage is also adjusted so theres no real slack. Just checked, no codes. Really puzzling why it would get stuck in 1st out of anything.
 
Does that model have kickdown cable? If so it should be loose at the throttle end. Only idea I got...
 
It doesnt appear to have one that i can find. According to google it doesnt have one either. If it did, it would be next to the throttle cable at the engine not next to the pedal right?
 
Yep. So that's not it. Hmm.
