4.0 OHC idle

Recently purchased 93 ranger with the 4.0 OHV, manual trans. The engine idles somewhere above 1500 rpm at startup (tach gets stuck above 1500) and only drops to 1400-1500-ish once warm. This seems kind of high, every time I change gears when it feels right the revs don't drop enough to make a smooth gear change. What are the most common issues to cause this?

Could a loose PCV valve cause this?
 
93 4.0L would be an OHV... not the SOHC. Unless someone swapped in a newer engine.

Anything that creates a vacuum leak will cause a high and or erratic idle speed.
