31x15 oem tire size

I am looking at a 2006 fx4 to buy and it has 31x15 tires on it and that is what is listed on the vin label as well. all the other rangers I've looked at had 255 70r16 tires or the 235x15 size. My question is whether the 31x15 is bigger or smaller than the 16" tires. I want the truck to be as heavy duty as possible. Was the 31" tires an upgrade or downgrade?
 
A 265/75r16 is about the equivilant to a 31x10.50r15

255 70r16 is ~30" according to the tire calculator in the TRS tech section at the very top of the page.

What do you mean by

It depends on your gear ratio. It is probably best to keep the same size as stock if you want to tow or haul heavy. If you're going for looks and can afford a little extra gas then 31" is just fine. Or change gears and put on a lift and go big [$$$$].
Others opinions will vary.

The difference between a 30" tire and 31" tire will be pretty damn small.

Your difference in tire size (based on circumference of the tire) is quite small. 94.3 inches, vs 97.4 inches, which is less than 5% difference. (This also would mean your speedo would be off, by a bit under 5%)
