304 stainless door handle covers, do they pepper?

Stainless steel is not a plating like chrome. A good chrome plating is very durable and will not degrade like a cheap chrome plating. Stainless steel is also very durable but it depends on which type of stainless steel alloy it is as to the extent of that durability. The surface of SS will not lift and flake like chrome can but low grade SS can oxidize over time to create a dull surface.
 
304 is quality stainless. We use it regularly in the construction of milk and food processing tanks. It has great corrosion resistance. Since it's​the same material throughout, not just a plating, you can repolish it if it gets scratched. Or seeing as those are advertised as brushed you could use a medium red or fine light grey Scotch Brite pad to restore the finish.

Looking closer, I think those might just be thin stamped cover plates for the handles, not full replacement handles. The price makes more sense that way. Solid 304 stainless cast handles would probably cost at least $50-100 each with mid to high production quantities.
