3.0L revs limited to 3000 RPMs

2004 ranger. The truck only revs to 3000 and then hits a wall. Park, Neutral, and Drive. I sounds to me like the neutral park switch but I would like to verify first. Is the switch open or closed when there is no power applied? Where is the switch located on the transmission? Thanks for all the help in advance.
 
Well in Park and Neutral that is perfectly normal. In Drive it may be because it's just a sucky little 3.0. If it is shifting correctly and driving fine in Drive I would not suspect the trans range sensor.

The TR sensor is on the side of the trans where the cable attaches.

A switch can be open or closed with power applied. It just all depends on if the switch is open or closed.
