Sure, if both are 3.0l OHV Vulcan engines, but you will need to swap over "dizzy" and upper and lower intakes so it matches 1994 computer wiring
1995 and up Rangers used 104-wire computer, 1994 and earlier used 60-wire computer, so wiring won't match up

Be sure to put a label in the engine bay IDing engine as 1999, as there are internal differences, its just for future use

When any engine is out always install a new rear main seal, they are cheap, also new oil pan gasket

On the 3.0l OHV it's good to change the timing chain cover gasket while engine is out, they leaked.....often, and a new front seal
Timing chain usually lasted on these 3.0l's but up to you if you want to change it when cover is off
