2006 Ram 1500 e-brakes?

I have 4 wheel discs. I replaced the drivers side cable and freed up the actuator inside the integrated drum. Passenger side looks good and doesnt seem like the cable is seized. But with the e-brakes engaged I can still move the truck forward when applying a small amount of gas. And it rolls forward another 3 to 6 feet once I let off the gas. That doesnt seem like a good operating e-brake to me. I've googled but dont see much on adjustments other than the star wheel. Does anyone have access to a factory manual with adjustment procedures, or have good knowledge to pass on?
 
Make sure everything is moving free, with my Ranger I got the levers apart and sandlasted them and now they move very freely.

I actually ordered a lever kit for a older Dodge at work a month or two ago.

May have been the next series newer (09+) though, they were like $30 a side IIRC. I can check in the morning if you want.
 
The lever kit part number is 5080569AE and lists for $32.20/side. Same kit for both sides.

Availability is good in the states, I cant see Canada though.
