My ranger died at the dump, got it towed home. Turned key on, listened for pump whine, NONE. Fuse is good. Opened fusebox/Relay center under hood L/H fender to remove relay46A. Wiggled the little devil, but couldn't get it out of the socket. My question: Is there a lock mechanism to keep the relays in Place? How do I remove it without breaking it to pieces?

Welcome to TRS :)

No lock, it just pulls out
Could be pump was drawing too many AMPs and partially welded tab to socket

Just keep wiggling and pulling

And just a heads up, you should get a CEL(check engine light) or another warning light on the dash if fuel pump fuse, Fuel Pump Relay or inertia switch were at fault
The PCM(computer) turns on the Fuel Pump relay, it has a wire connected to the output side of the inertia switch that tells it if 12volts is present after it turned on the FP relay, if no 12volts then PCM will set a code and turn on warning light
So most likely your fuel pump is bad
