2003 edge 3.0 no OD light

I bought a 2003 ranger 3.0 automatic, the OD does not seem to work. No lite comes on when you push the button in on the shifter, nor does the transmission drop down a gear
Any help will be great

Check fuse #2 in cab fuse box, 10amp
Same fuse also does Reverse lights, so if backup lights work the Fuse is OK

If you take off the Clam shell cover on the steering column you will see the 2 wires coming out of the shifter arm, they run to a 2 wire connector
One wire has 12volts with key on, from fuse 2
Other wire runs to the computer in engine bay, pin 29, tan/white wire all the way

Its not an on/off button, its momentary
When you press button down computer gets 12v at pin 29 and toggles OD on or off, opposite of what it was
Each time computer is powered up, key turned on, OD is set to on
