2003 3.l no start, no fuel pump, no obd connection to computer

Helping very knowledgeable friend to diagnosis his truck. He cannot get any power to starter, fuel pump and the obd says no connection to computer. Tried, power to fuel pump, works OK. Power direct to starter, kicks over. All injectors were changed just prior to this problem. Started fine before this but had a split second power shortage or stutter at idle. All relays and wiring has been thoroughly checked. All usable links are OK, grounds all good and clean. Checked the neutral safety switch and bypassed the inertia switch to test for any changes.

Any ideas or anyone experienced this before? Thanks

Make sure fuse #17 in the in cab fuse box is good. That feeds the OBDII connector.

If that is ok, make sure you have power to the computer.

Here is a diagram with more important fuses to check. F2 fuses are in the cab. F1 fuses are under the hood in that fuse box.
