2002 Ranger XLT 4.0 no power to fuel pump

My 14 yr old son and I are tackling this rig to give him his first ride. Hès excited as I am. We started with a mess!! The previous owner apparently swapped the motor and never could make it run. I purchased it HOPING that we could get it going within the 2 years before he gets his license. The first thing was it would not do anything (pats system) and I had the keys flashed. Then the PATS transponder was changed. That worked and the truck now turns over. I put a little gas on a rag and set it in the air box and IT does fire and runs for a second or 3. Today we removed the bed and pulled the fuel pump and checked for power and of course, NO POWER coming back from the relay. The relay does not click. The 15-amp mini fuse is good, but I believe there's something else that sends a signal to the relay and that is not working. I need help in diagnosing please.
 
The fuel pump relay is fed power all the time the key is on through the main computer relay, and the engine computer grounds the relay to make it click and send power to the fuel pump.
 
@franklin2, Thank you. I was also instructed to pull the PIN connector from the PCM and make sure the connections are clean and not corroded. Will be working on this today.
