2002 no compression

I decide to get my 2002 3.0 rebuilt. Shop gave me a good price so I went for that. It got bored .020 over with new pistons and rings. All new bearings. Valve jobs. Plus a couple other things. Basically anything and everything he COULD do to it in his shop. I get it back. Everything looks great. I get everything together and she wouldn't start. I have EVERYTHING BUT compression. It's so weird. Is it possible the block/heads were decked far enough that now the pushrods are too long and the valves don't seal? I've never ran into an issue like this before. Oh. I did see all the valves seats still in place. Lol
What in the world is going on?

If you think it is a valve clearance problem (it could well be), loosen all the rockers some and see if that helps the compression numbers.

I have never worked on a 3.0, I am assuming it does not have rocker shafts with adjustable rocker tips, but it might be like the other Ford v8's with bolt down sled rockers. If that is the case, you can check the lash.

You can pick #1 cylinder, and turn the engine around till #1 is at TDC firing. You can then loosen both the exhaust and the intake rocker arms till you have clearance at the pushrod. Then start slowly tightening the rocker bolt while wiggling the pushrod, stop just when all the play is gone. Then stare at your ratchet, and count the number of turns till the bolt stops and is tight.

1/2 turn is great

3/4 to 1 turn will work

over 1 turn you are getting close to being too tight

over 1 1/4 turn I believe is too tight and the valve may not be seating.

This is a Ford. If it does indeed have bolt down rockers, the guy doing the head work has to check the valve stem heights after he grinds the seats. He can manipulate the place the valve sits in the head, or he can grind a little bit off the tip of the valve. There is a spec he has to hit when it's all done so your rocker arms work out. If it's way off you may have to get shorter pushrods. Some people fudge the sled rockers by putting shims under the sled fulcrum.
 
Brainstorming.... Any chance the timing is way off? Like 180 degrees off?
