2001 - Where is the block heater???

I know my truck has one, because it has the battery warmer.

Why can't I find the cord and plug? Where should I be looking? My manual doesn't tell me where to look, and the info isn't in alldata.
 
Nevermind... I finally found it. It is inconveniently hidden behind the license plate. such a shame that the cord is way too short to have hanging out of the bumper so I can actually use it without crawling underneath the truck.
 
So, is there a particular temperature where the block heater will NOT work? I attempted to measure the resistance between the 2 main contacts on my plug, and the conclusion is that i have "infinite resistance". It is currently 25 degrees. Last night it was below zero, and when I went to start my truck this morning, the coolant temp was the same as the intake temperature (i have an ultra gauge). This leads me to believe that I obviously have a problem with my block heater.
