2001 3.0 Fuel Pressure

Anyone know what the fuel pressure should be on an '01 Ranger XLT 3.0 VIN U? Need Key On Engine Off pressure and Key On Engine On Pressure. Currently, I'm reading 45lbs. Key On Engine Off, and 65lbs. Key On Engine On. Pressure does not change when I pull the vacuum line from the fuel regulator. Does it sound like my fuel pressure regulator is bad? Thanks

should be 60-65lbs KOER and KOEO.

Fuel Pressure/Regulator

My fuel pressure does not change when I apply 25in. of vacuum to the fuel regulator vacuum port. Results are the same when engine is running or not running. I should be able to relieve the fuel pressure with vacuum on the regulator. Does this sound like a bad regulator or blocked fuel return line? Thanks
