2000 Ranger Problems

I have a 2000 Ranger with the vaccum hubs. Noticed earlier this fall my sons ranger was not locking in the front. Tonight i put truck up on jack stands to look at. With truck running i had son put in in 4h. axles would turn forward and reverse. No wheel spin either way. Had him put in in park and i turned driver tire by hand axle spun. Tried passenger side tire and axle didn't spin. could not spin front drive shaft. Had him put in 2h and shut off. I spun drive shaft by hand axles turned. I was able to stop either axle by hand. Had him start it put it in 4h and drive. axles spun but i could stop them easily by hand. Had him put it in park front drive shaft was engaged to transfer case solidly. no turning. Does that front diff. have an actuator that isn't engaging all the way ? I can find no wires or vaccum line going to it. Just one line that i traced back and it was a vent. Any ideas
 
If it does have the PV Hubs, there is a small vacuum line at the back of the hub/bearing assembly on each side. It is possible that they are bad (dried up).
