2000 Ranger Passenger Side Water Leak

I have a 2000 Ranger regular cab that leaks water on the passenger side during extremely heavy rain events.

I can see the passenger side cowl drain with the passenger door open and it does not appear to be plugged. I flushed this drain using water and a piece of tubing bent to direct the water into the drain. When I flushed the drain no debris came out that I could tell. I can see no debris in the cowl from what I can see of the cowl from the holes at the base of the windshield. When I flushed the drain I did succeed in making water leak into the passenger compartment.

With the glove box door open to where the door hangs straight down using an inspection mirror I can see where water has leaked down the extreme right side of the HVAC box. The HVAC box appears to extend up to the bottom of the cowl where there is a foam seal that seals the box to the cowl. It appears that the leak is originating at this foam seal. I couldn’t see any fasteners to tighten at this seal to maybe eliminate the leak.

Does anyone have any experience with a leak in this area? What was the fix? How is the HVAC box attached to the fresh air intake at the cowl? Thanks for your help and advice.
 
There are a lots of threads on this problem on the site. Do a search (top of the page) and look through them.

There are no bolts or screws, the seams are spot welded and caulked with something that gets hard, then rust creeps under it and pushes it out. It then leaks. Windshield leaks are another entry point. All in all, those leaks are hell to find and correct. Lots of time and cussing.
 
There are two drains one on each side. For the pass side I snaked a garden hose through the access panel all the way to the pass side (the one shown in the above link). And blasted the hell out of it to get it to drain. I had to cut the fitting off the end of the hose to get it past the wiper linkage. There is a center access panel too that may make getting the hose in there easier. Hope that is your problem. But, leaking seams is very likely.
