2.9L CEL questions

Hey guys, I am in serious need of some help with my 1990 2.9L Ranger(auto, 2wd). The other day, as I started the engine, I noticed it was running a little rough and I had a CEL. As I pulled out of my driveway, it died. I tried to crank it back up and it would only turn over but not start. Since then, I've tried to retrieve the code the computer is throwing, and I haven't been successful in gaining the code. One other thing about the truck is when the Key is on but the engine is off, the fuel pump continues to run rather than shutting off and several seconds of no ignition. Anyone have any ideas or a way I can pull the CEL code? I've tried the jumper wire on the self-check port and a test light/volt meter. Hopefully someone can help and/or give me some ideas of what the issue may be. Thanks in advance!!
 
sounds like you may have a relay problem, try changing the EEC relay, the fuel pump relay piggybacks off of it.

Where might locate this relay on the truck? I've looked and looked and I guess I keep over looking it
 
underneath the main fuse box under the hood, on the right hand side of the engine compartment, next to the air filter box. it is easily removable, the relay with the tan base is the EEC relay, the relay with the green base is the one for the fuel pump. Quick way to see if the relays are the issue is to locate the two larger terminals in the relay and jump the two terminals together with a paperclip or small length of wire, and see if you can start the truck.

I found the relays and tried jumping them and the truck still won't start. I have tried using a actron scanner to pull the codes but there is no reading @ KOEO. The fuel pump runs non-stop so even with the KOEO, after the fuel pump primes it continues to run. I checked for spark and I have spark at the plugs. I am so lost on this, it isn't even funny.
