2.9 V6, starter wont engage???

I have a good battery, new starter, new relay, wires and connections all clean, all the fuses are good, yet starter will not engage. I hear the relay click and thats it. Any thoughts?

do you hear the starter click?
i would test to see if your getting power to the starter
